A safety plan describes the concrete safety measures: security, first aid, evacuation plan and permits. It is an operational document for the day itself. A risk assessment is broader and more strategic. It describes every risk that could disrupt the event, from technical failure to supplier issues, and contains assessments and action plans. The risk assessment forms the basis for the safety plan, but goes further. A good production process has both documents.
