How do you weave a narrative thread through an entire programme?

A narrative thread is not something you mention in the opening and then leave alone. Five moments have to carry it: the invitation, the opening, the speakers, the transitions and the closing.

The invitation sets the tone. The opening makes the narrative thread explicit without explaining it. The speakers each play a role in the story and are briefed accordingly. Between the components there is a short recap: where are we in the story, where are we heading. The closing brings the story full circle.

If these five are right, the day feels like a whole. If one breaks, it falls apart.
