A winter festival only really works from around 200 people. Smaller than that and you lose the festival atmosphere the format needs. The scale can run up to 2,000+ people.
In terms of venue, you need at least 1,000 m² of floor space for 200 guests. For 500 guests, expect 2,000-3,000 m².
