A conference is about breadth: many speakers, many themes, a large audience (100 to 2,000+ participants). A seminar is about depth: one central theme, one or a few speakers, a smaller group (20-150 participants).
The interaction at a seminar is much higher. Participants ask real questions, think along and go home with concrete insights instead of a full programme booklet.
