Not always, but it is the most effective measure. Even a small amount of 25 to 50 euros halves no-shows. For internal events, alternative thresholds work: sign-up via the line manager, a limited number of places, or linking attendance to a wider programme. For external events, a no-show fee ('free, but 50 euros if you don't show up without cancelling') or a deposit you get back on attendance works. Communicate openly about why you are doing it. The message 'your spot could have been someone else's' is fair and easy to understand.
