A strong brief contains at a minimum: the aim, the audience, a budget range, date and venue preference, group size and company culture. For the aim, describe what you want to achieve, and for the audience, what drives them. Also indicate what you did before and why that did or didn't work.
The more concrete you are, the sharper the proposal you get back. A good brief saves time and leads to more relevant concepts.
